SECL Mining Sirdar Recruitment 2026 – Complete Guide for Aspirants
The SECL Mining Sirdar Recruitment 2026 notification has been officially released by South Eastern Coalfields Limited (SECL), a Mini Ratna Company and a subsidiary of Coal India Limited (CIL), a Government of India undertaking. Dated 08 April 2026, this employment notification invites online applications from eligible Indian citizens for three technical posts — Mining Sirdar T&S Grade-C, Dy. Surveyor T&S Grade-C (Mining), and Assistant Foreman (Electrical) T&S Grade-C — across various mines and establishments of SECL in Chhattisgarh.
With a combined total of 1,055 tentative vacancies, this is one of the most significant PSU mining recruitment drives announced in 2026 so far. SECL operates under the jurisdiction of the Bilaspur court and its head office is located at Seepat Road, Bilaspur (C.G.) 495006. For candidates holding valid DGMS competency certificates or an Electrical Engineering diploma, this is a rare, direct-entry opportunity into a stable government PSU career without any interview stage.
Government sector jobs under Coal India Limited subsidiaries offer unmatched advantages: job security, defined pay scales under the NCWA framework, DA, HRA, Transport Subsidy, and attendance bonuses — all in addition to the basic pay. A Mining Sirdar or Foreman position at Grade-C is typically a gateway to supervisory roles with structured growth paths. Given the technical and certificate-based eligibility, competition will be meaningful but manageable compared to general graduation-level government exams attracting lakhs of candidates.

Important Dates – Don’t Miss Any Deadline
One of the most common reasons candidates lose out on PSU jobs is not missing the eligibility criteria — it is missing the application window. The SECL 2026 recruitment offers exactly 30 days for candidates to register and submit their application. Experienced Sarkari job applicants always recommend applying within the first 7 days of the window opening. This is because server congestion near the closing date frequently causes technical failures, and SECL’s notification explicitly warns that the organisation will not be responsible for candidates who cannot submit applications due to last-minute network issues. Additionally, applying early gives you time to spot and correct any errors in your form.

Application Fee – Who Pays and How Much
The application fee structure for SECL Recruitment 2026 is straightforward but deserves careful attention. General (UR), OBC (Non-Creamy Layer and Creamy Layer), and EWS candidates are required to pay a fee of ₹1,000 plus applicable GST of ₹180, totalling ₹1,180/-. In contrast, SC, ST, ESM (Ex-Servicemen), PwBD candidates, departmental candidates, and all female candidates are fully exempted from paying any application fee. Payment must be made exclusively through online mode — Debit Card, Credit Card, or Net Banking. UPI availability depends on the portal’s payment gateway at the time of submission. One very common mistake candidates make is attempting to pay via offline means or expecting a challan option. SECL will not be responsible if a candidate deposits the fee in any wrong account. Always use the payment gateway integrated within the SECL recruitment portal only.
| Category | Fee Amount | Payment Mode |
|---|---|---|
| UR / OBC (Creamy & Non-Creamy Layer) / EWS | ₹1,000 + GST ₹180 = ₹1,180/- | Online Only (Debit/Credit Card, Net Banking) |
| SC / ST / ESM / PwBD / Departmental / Female Candidates | Nil (No Fee) | Not Applicable |
Age Limit – Category-wise with Relaxation Details
All age criteria for SECL Recruitment 2026 are calculated as on the cut-off date of 08 April 2026. The minimum age requirement is 18 years and the maximum age for General/UR and EWS candidates is 30 years. However, the standard Government of India age relaxation rules apply for reserved categories. For example, if you are an OBC (NCL) candidate born on 08 April 1993, your age as on the cut-off date is 33 years — you are still eligible since the relaxed upper limit for OBC-NCL is 33 years. Date of Birth will be verified from Matriculation or 10th Standard certificates — no other document is acceptable for age proof. Note that for Ex-Servicemen, age relaxation is not available to their dependents or family members; only the Ex-Serviceman themselves can claim this benefit.
| S.No. | Category | Min Age | Max Age (Base) | Age Relaxation Beyond 30 Years |
|---|---|---|---|---|
| 1 | UR / EWS | 18 Years | 30 Years | No Relaxation |
| 2 | SC / ST | 18 Years | 30 Years | 5 Years (Max: 35 Years) |
| 3 | OBC (Non-Creamy Layer) Centre List | 18 Years | 30 Years | 3 Years (Max: 33 Years) |
| 4 | Ex-Servicemen (ESM) | 18 Years | 30 Years | Actual service + 3 yrs (OBC: +6 yrs, SC/ST: +8 yrs); subject to max 50 years |
| 5 | PwBD (Asst Foreman Electrical only) | 18 Years | 30 Years | UR: +10 yrs | OBC-NCL: +13 yrs | SC/ST: +15 yrs |
| 6 | Departmental Candidates (CIL & Subsidiaries) | 18 Years | No Upper Limit | No upper age cap |
Eligibility Criteria – Post-wise Qualification Required
The eligibility for SECL Recruitment 2026 is more nuanced than most government jobs because it requires specific statutory competency certificates — not just academic qualifications. This is the single biggest area where candidates go wrong. Many aspirants assume that holding a Mining Engineering degree alone is sufficient, but the notification clearly mandates that for the Mining Sirdar post, a valid DGMS Mining Sirdarship Certificate of Competency (Un-Restricted) covering both Open Cast (OC) and Underground (UG) mines is mandatory. Similarly, Dy. Surveyor applicants need a Surveyors’ Certificate of Competency (SCC) under CMR 2017. These certificates cannot be acquired overnight — so this requirement automatically filters the applicant pool significantly, reducing competition for those who are genuinely qualified. Distance learning or part-time qualifications are explicitly not accepted for minimum qualification criteria.
| Post Name | Educational Qualification | Statutory Certificate Required | Additional Certificates |
|---|---|---|---|
| Mining Sirdar T&S Grade-C | Matriculate / Equivalent OR 3-Year Diploma / Degree in Mining Engineering from a recognised institute |
Valid Mining Sirdarship Certificate of Competency (Un-Restricted) from DGMS under Coal Mines Regulation 2017 for both OC & UG Mines | Valid Gas Testing Certificate & Valid First Aid Certificate |
| Dy. Surveyor T&S Grade-C (Mining) | Matriculate / Equivalent OR Degree / Diploma in Mining / Mine Surveying Engineering from recognised institute |
Surveyors’ Certificate of Competency (SCC) (Un-Restricted) under CMR 2017 | Not separately mentioned |
| Asst. Foreman (Electrical) T&S Grade-C | Matriculate / Equivalent AND Minimum 3-Year Diploma (or higher) in Electrical Engineering from a Government-recognised institute |
Not applicable (no mining competency certificate required) | Not separately mentioned |
Vacancy Details – Category-wise Breakdown
The total advertised strength across all three posts is 1,055 vacancies, making this one of the larger SECL recruitment cycles in recent years. Among the three posts, Mining Sirdar T&S Grade-C alone accounts for 577 vacancies — over 54% of the total — making it the most dominant post in this cycle. The Unreserved (UR) category holds the lion’s share across all posts, with 225 seats for Mining Sirdar alone. SC candidates have 110 seats reserved in the Mining Sirdar category (approximately 19% of 577), consistent with the national reservation policy. The vacancy figures are described as tentative and include backlog vacancies in the ST category for Mining Sirdar (05 backlog seats within the total 86 ST vacancies). SECL reserves the right to increase, decrease, or cancel vacancies without assigning any reason.
| Post Name | SC (19%) | ST (14%) | OBC-NCL (17%) | EWS (10%) | UR | Total |
|---|---|---|---|---|---|---|
| Mining Sirdar T&S Grade-C | 110 | 86 (incl. 05 backlog) | 98 | 58 | 225 | 577 |
| Dy. Surveyor T&S Grade-C (Mining) | 8 | 6 | 7 | 4 | 18 | 43 |
| Asst. Foreman (Electrical) T&S Grade-C | 83 | 61 | 74 | 43 | 174 | 435 |
| Grand Total | 201 | 153 | 179 | 105 | 417 | 1,055 |
PwBD Note: 17 vacancies for the Asst. Foreman (Electrical) post are horizontally reserved for Persons with Benchmark Disabilities (PwBD). PwBD reservation is not applicable for Mining Sirdar and Dy. Surveyor posts as per GoI guidelines dated 27.09.2024.
Selection Process – How SECL Will Choose Candidates
SECL has adopted a lean, single-stage selection methodology for this recruitment cycle. Personal interviews have been formally discontinued by Coal India Limited, making the process faster and more merit-driven. The entire selection is based on performance in a Computer Based Test (CBT), followed by document scrutiny and medical examination for provisionally selected candidates only. This is good news for sincere candidates who prefer objective exam-based selection over subjective interview rounds.
Stage 1: Computer Based Test (CBT)
The CBT is the primary and only competitive selection stage. It consists of objective-type multiple-choice questions. The question paper will be bilingual — English and Hindi — and in case of any discrepancy between the two versions, the English version will be treated as final. Candidates will be provisionally allowed to appear in the CBT on the basis of their self-declaration in the application form; actual eligibility verification will happen only post-CBT for those who qualify in the merit list.
Preparation Tip: Focus your preparation on the technical knowledge section first, as it carries 80 out of 100 questions. Even modest performance in the General Awareness/CIL-SECL section (20 questions) can determine your rank when scores are close.
Stage 2: Document Scrutiny / Verification
Only those candidates who score at or above the minimum cut-off marks and rank within the available vacancies in their category will be called for scrutiny. Candidates must bring all original certificates — educational, competency certificates, caste certificates, Gas Testing, First Aid, etc. — in person at the notified date, time, and venue. Failure to appear with complete original documents within the stipulated time leads to automatic cancellation of candidature.
Preparation Tip: Prepare a physical document folder well before the scrutiny date. Arrange all originals and self-attested photocopies in the order listed in the notification.
Stage 3: Medical Examination (Initial Medical Examination – IME)
Final appointment is subject to the candidate being declared medically fit as per the standards prescribed by the company. The selected candidates will have to undergo examination at a designated SECL hospital. If declared UNFIT, the case goes to the Apex Medical Board within one month, whose decision is final. The notification also mentions a minimum height requirement of 60 inches (under Medical Attendance Rules) for all posts — except for Dw-Dwarfism cases in Asst. Foreman (Electrical).
Preparation Tip: Begin a healthy routine now. Medical fitness is not a formality in mining sector jobs — eyesight, hearing, and physical fitness norms are strictly applied.
The selection process is transparent, objective, and merit-based. Candidates with genuine qualifications and a valid competency certificate who prepare sincerely for the CBT have every reason to be optimistic about their chances in this recruitment.
Exam Syllabus & Pattern – CBT Structure
The Computer Based Test (CBT) for SECL Recruitment 2026 is divided into two sections. Section A tests technical/discipline-related knowledge specific to the post applied for, while Section B tests general awareness, aptitude, and knowledge of CIL/SECL. The notification explicitly states that the detailed syllabus is attached as Annexure-A to the official notification. Candidates should download the official notification PDF and refer to the attached syllabus for subject-specific topics.
Exam Pattern
| Section | Subject | No. of Questions | Marks | Negative Marking |
|---|---|---|---|---|
| Section A | Technical Knowledge (Discipline / Post-Specific) | 80 MCQs | 80 Marks | None |
| Section B | General Awareness, Aptitude & Knowledge of CIL/SECL | 20 MCQs | 20 Marks | None |
| Total | — | 100 MCQs | 100 Marks | No Penalty for Wrong Answers |
Minimum Qualifying Cut-off Marks
| Category | Minimum Qualifying Marks (out of 100) |
|---|---|
| General / EWS | 45 Marks |
| OBC (NCL) / ESM | 40 Marks |
| SC / ST | 35 Marks |
Preparation Tips Based on Exam Pattern
- Since there is no negative marking, attempt all 100 questions. Never leave any question blank — even an educated guess may score you a mark that changes your rank.
- Section A (80 marks) is your primary battleground. For Mining Sirdar aspirants, focus on Coal Mines Regulations 2017, mining methods, OC and UG terminology, and safety protocols.
- For Section B, read up on SECL’s history, Coal India’s structure, and brush up on general awareness of the energy sector in India — specifically coal production statistics and government schemes.
Salary & Pay Scale – In-Hand Breakdown
All three posts under SECL Recruitment 2026 offer the same basic pay of ₹47,330.25 per month under the T&S Grade-C pay scale as governed by the National Coal Wage Agreement (NCWA). In addition to this basic pay, employees are entitled to several allowances including Dearness Allowance (DA), Attendance Bonus, Special Allowance, House Rent Allowance (HRA), and Transport Subsidy as per NCWA provisions. The exact DA percentage is revised periodically based on the Consumer Price Index. After standard deductions such as NPS (National Pension System) contribution, professional tax, and other statutory deductions, the estimated in-hand salary for a Grade-C T&S employee in SECL typically ranges between ₹42,000 – ₹50,000 per month, depending on posting location (HRA category) and DA rate at the time of joining. Employees posted in company quarters have HRA adjusted accordingly. Over time, Grade-C employees can progress to Grade-B and eventually Group C supervisory roles through departmental promotion processes, making this a strong long-term career choice.
| Post Name | Pay Scale | Basic Pay (Per Month) | Key Allowances | Approx. Gross Salary |
|---|---|---|---|---|
| Mining Sirdar T&S Grade-C | T&S Grade-C (NCWA) | ₹47,330.25 | DA, HRA, Transport, Attendance Bonus, Special Allowance | ₹55,000 – ₹65,000/month (approx.) |
| Dy. Surveyor T&S Grade-C | T&S Grade-C (NCWA) | ₹47,330.25 | DA, HRA, Transport, Attendance Bonus, Special Allowance | ₹55,000 – ₹65,000/month (approx.) |
| Asst. Foreman (Electrical) T&S Grade-C | T&S Grade-C (NCWA) | ₹47,330.25 | DA, HRA, Transport, Attendance Bonus, Special Allowance | ₹55,000 – ₹65,000/month (approx.) |
Note: Gross and in-hand salary figures above are approximations for informational purposes. Actual take-home pay depends on DA rate at joining, posting location’s HRA category, and applicable deductions. SECL will not bear any liability relating to previous employers’ service bonds or pension contributions.

Expert Tips to Crack SECL Recruitment 2026
1. Apply in the First Week – Never Wait for the Last Date
The SECL portal historically experiences heavy traffic in the final 48–72 hours before the closing date. Server timeouts, payment gateway failures, and document upload errors are all more likely to occur during this window. Applying in the first week of the window (between 15–22 April 2026) gives you adequate time to resolve any technical issues, re-check your form, and contact the helpdesk if needed. SECL explicitly advises early application in the notification — treat this as a strategic advantage, not just a suggestion.
2. Read the Full Notification Before Filling the Form
This notification runs to 12 pages and contains critical details about reservation rules, category-wise fee exemptions, competency certificate requirements, and tie-breaking criteria. Candidates who skip reading and jump straight to the form are the most likely to submit incorrect category details or miss a required certificate. Set aside one hour to read the complete notification carefully. Pay special attention to the Special Notes under each post’s eligibility section — these override general assumptions.
3. Prepare All Documents Before Starting the Application
Collect, scan, and organise every required document into a dedicated folder on your phone or computer before you open the portal. Ensure photograph dimensions, file format (JPG/JPEG/PDF), and file size are within the specifications mentioned in the portal. A commonly ignored detail is the photograph age requirement — it must not be older than 3 weeks. Uploading an old photograph can create discrepancies during in-person document verification that could jeopardise your candidature even after qualifying the exam.
4. Begin CBT Preparation from Day One of Application
The CBT date has not been announced yet, but the application window closes on 14 May 2026. This means you have the application phase itself as a preparation buffer. For Mining Sirdar candidates, revise Coal Mines Regulations 2017, ventilation, fire-fighting, gas testing procedures, and mine surveying basics. For Electrical Foreman candidates, focus on electrical machines, power systems, and basic electronics as typically covered in a 3-year diploma syllabus. The no-negative-marking format rewards broad preparation — attempt every question confidently.
5. Understand and Avoid Common Rejection Reasons
Post-CBT scrutiny is where many conditionally selected candidates lose their opportunity. The most common rejection reasons observed in PSU mining recruitments are: (a) competency certificates that are expired or restricted to OC-only, while the post requires OC+UG; (b) caste certificates issued by non-competent authorities or not in the prescribed format for Centre List OBC; (c) distance-learning or part-time qualification certificates, which are explicitly not accepted by SECL. Ensure every certificate is valid as on 08.04.2026 and is issued by the correct competent authority.
6. Stay Updated on Admit Card, Exam Date, and Result Through Official Channels
Once you submit your application, keep monitoring the SECL website (secl-cil.in) regularly. The exam date, admit card availability, result declaration, and scrutiny schedule will all be communicated exclusively through this website. Ensure the mobile number and email ID you used during registration remain active throughout the recruitment cycle — potentially for the next 12–18 months — as SECL communicates all correspondence through these channels. Setting a reminder to check the SECL website every week after the application window closes is a simple but effective habit.
