Stream-Wise Seat Distribution (Most Important)

Arts stream has the highest allocation at 40% – this means candidates with Arts subjects in 10+2 have the maximum seat availability. Science follows with 30%, Commerce with 28%, and Vocational only 2%. What this means for you: Arts applicants face the largest pool but also most seats. Science and Commerce have tighter competition per seat. Vocational stream requires specific 10+2 vocational qualification or technical diploma approved by Technical Education Department, Haryana.

Seat conversion rules: If Science stream seats remain vacant, they convert to Commerce and vice versa. If both Science and Commerce vacancies exist, they convert to Arts stream. This benefits Arts applicants indirectly. Vocational vacancies convert to Arts as well. Outside Haryana candidates get 15% seats – if these remain vacant, they convert to open category for Haryana residents.

Category-Wise Reservation (Haryana Residents Only)

Deprived Scheduled Castes list includes 36 communities (Ad Dharmi, Balmiki, Chamar, Dhanak, Khatik, Mazhabi Sikh, Sansi, etc.) – see Annexure I & II in notification. BC Block A includes Ahir/Yadav, Gujjar, Lodh, Saini, Meo, Gosai. BC Block B includes 70+ castes (Naik, Barai, Bhat, Dhobi, Kumbar, Teli, Sunar, etc.). PwD disability must be 40% or above. Only one candidate per family per academic year can claim freedom fighter quota.

Application Fee (Non-Refundable)

Payment modes: Debit card, Credit card, Net Banking (only Axis Bank account holders). Bank Challan also available. Common mistake: Paying ₹500 as reserved category – verify your category certificate before payment. Fee not refunded even if admission is not secured.

Annual Fees (Self Financed Institutions)

Fees once paid will not be refunded in general cases. Institution seat treated as filled once fee deposited. Refund only in special cases with permission from competent authority of council.

Age Limit

Merit Calculation & Admission Procedure

Merit list prepared purely on percentage of marks obtained in 10+2 examination – stream-wise (Science, Commerce, Arts, Vocational). Only five subjects including English are considered. Higher qualification (graduation/post-graduation) gives NO additional benefit.

Merit rule for reserved categories: Candidates who qualify in open merit (General category) will be considered there first, then in reserved category. Seat once allotted in counseling is final – no further counseling will be entertained. Institution once allotted cannot be changed except migration within 40 days after last counselling to Director, SCERT Haryana.

Special Reservations

Village Seats

Tau Devi Lal Memorial College of Education, Manana, Panipat has 5 village seats for candidates who permanently belong to the village where institute is located and whose Panchayat donated land/building. Separate application form required for village seats.

Outside Haryana Candidates

15% seats are open or reserved for outside Haryana candidates. If these seats remain vacant, they convert to open category for Haryana residents.

Minority Institutions

24 minority institutes (list on page 21 of notification) handle their own admissions independently – not through central counseling.

2. Click on “Online Application Form for D.El.Ed Admission 2026-28”.
3. Register with basic details – note down registration number.
4. Fill stream correctly (Arts/Science/Commerce/Vocational) – wrong stream = cancellation.
5. Fill at least 05 institution choices (mandatory).
6. Upload photograph, Aadhar Card, and signature as per specifications.
7. Pay registration fee (₹500 General / ₹275 Reserved) via Bank Challan, Credit/Debit Card, or Net Banking (Axis Bank only).
8. Click “Approve Form” – after this, no personal details can be changed. Only institution choices can be edited.
9. Submit and take printout of application form. Retain copy permanently.

Course Rules & Important Conditions

• Minimum 200 working days attendance required per year (excluding exams and admission days).
• During the 2-year diploma, no candidate can continue any other regular or private course in any college/institution/university.
• Migration allowed only within 40 days after last counselling – application to Director, SCERT Haryana, Gurugram.
